Mauritania visa (transit or otherwise) no longer issued at border.  Must be procured in advance at Rabat embassy.

The date of issue seems to be when the visa will begin; not the date when you actually enter Mauritania.  Thus a 30 day visa will give you 30 days to get from Rabat to Nouakchott, where I think you can have it extended.  Or try to get Rabat to advance date the visa.
